Center
Nova univerza, particularly through its Commentary on the Constitution of the Republic of Slovenia, edited by Dr. Lovro Šturm in 2002 and 2011, and since 2019 by Dr. Matej Avbelj, has traditionally played a crucial role in studying and normatively guiding constitutionalism in Slovenia and the broader European constitutional space.
However, the challenges facing constitutionalism are growing. In the conventional sense, the foundations of political liberalism, which formed the basis of European constitutionalism after World War II, are weakening. At the same time, the rapid technological development—particularly through artificial intelligence, which is transforming the very foundations of human existence in our algorithmic society—presents challenges that conventional approaches to constitutional law have yet to address convincingly.
To find compelling answers to key constitutional law questions raised by artificial intelligence in the public law sphere of our algorithmic society, Nova univerza has established the Center for Constitutionalism and Artificial Intelligence (Con-AI @NovaUniverza).
The Con-AI @NovaUniverza Center fosters academic, educational, and research development at the intersection of constitutional law and artificial intelligence in the Slovenian, European, and global context. It also provides consulting services for individuals and legal entities in both public and private law.

We are living in groundbreaking times. Digitalization and artificial intelligence represent a paradigmatic shift at the very foundation of our civilization. It is not just about understanding new technology, harnessing its potential, and regulating it wisely. It goes far beyond that.
Artificial intelligence marks the end of humanity’s monopoly over the social construction of reality. Since the invention of generative chatbots, we are no longer the sole creators of our social reality. From now on, we share this role with machines.
This raises numerous questions that the general public, policymakers, and even experts have yet to fully grasp. These questions are, first and foremost, of constitutional significance. The Con-AI Center @NovaUniverza is dedicated to exploring answers to them.
